Are we in a RAIt Race?

A bit of history:

  • Effective Accelerationism (e/acc) is a movement that emerged from the AI boom in 2022, formed mostly on social media.

  • It was created partly as a reaction to Effective Altruism (E.A.), an older movement worried about uncontrolled AI risk.

  • E/acc believes AI and other technologies should progress as fast as possible with no guardrails or gatekeepers. They see AI's benefits outweighing potential harms.

Core Beliefs & Arguments

Pros:

  • Favor open-sourcing AI instead of control by corporations.

  • See powerful AI as the next stage of evolution, not something to fear.

  • Believe stifling innovation with regulation is counterproductive.

Cons:

  • Could enable the creation of dangerous AI without sufficient safety precautions.

  • Risks technological changes outpacing society’s ability to adapt.

  • Some rhetoric around replacing humanity concerning.

Evolution

  • Started as a fringe internet meme movement but gained steam as prominent VCs and startup leaders voiced support.

  • Got attention from Washington as a growing ideological influence in the tech sector.

  • Splintered into sub-factions focused on bio-augmentation, finding a compromise between unbridled acceleration and caution.

Possible Solutions:

  • Promoting collaboration between the "accelerators" and "decelerators" to find a balanced approach

  • Establishing forums for transparent debate about risks/tradeoffs of rapidly advancing technology

  • Incentivizing rigorous safety practices while enabling innovation

  • Creating flexible governance frameworks that can evolve alongside technological change

In summary, e/acc represents one extreme in an emerging debate about controlling the pace of AI progress to balance risks and benefits. Their provocative stances have sparked division but also drawn attention to challenging policy questions as technology advances rapidly. Promoting nuanced dialogue and adaptive governance models may help find equitable solutions. But fundamental philosophical divides around human vs AI agency continue fueling controversy.

The EU AI Act has become a Nightmare to Enact.

A little Background on the EU AI Act:

  • Proposed in 2021 to establish a risk-based framework for regulating AI products and applications in the EU. For example, using AI in hiring would be more regulated than lower-risk applications like spam filters.

Has proven very difficult to finalize due to disagreements around:

  1. How to regulate foundation models like ChatGPT that can be used for many different applications.

  2. Balancing innovation versus protecting citizens' rights.

  3. Use of biometrics and AI for surveillance and policing.

Timeframe:

  • The initial December 6th deadline to finalize the Act has passed, but negotiations are ongoing. They need to settle key stipulations several months before the June 2024 EU elections to avoid delaying the Act until 2025.

Key Positions:

  • EU Parliament pushes for tighter restrictions to protect privacy and other citizen rights

  • France, Germany, and Italy recently flipped to argue the Act may be too burdensome for emerging EU AI companies. They now advocate exempting foundation models from many regulations.

What it Entails:

  • Two-tier system to regulate foundation models based on computational resources required. Only the most powerful models like GPT-4 face the highest restrictions.

  • Disagreement around facial recognition for law enforcement purposes - Parliament wants to limit while countries like France want more flexibility.

The EU AI Act seeks to regulate AI to balance innovation versus protecting citizens' rights. But reaching an agreement has proven complex given disagreements around foundation models, biometrics, and the interests of both policymakers and industry. The target is to finalize key details before the June 2024 elections.

“Mistral” the AI Monster is Revolutionizing AI with High-Efficiency

French AI startup Mistral has reached a €2 billion valuation, marked by a new funding round of approximately €400 million led by Andreessen Horowitz. Other participants include Nvidia, Salesforce, BNP Paribas, and General Catalyst.

Founded by ex-Meta and Google researchers, Mistral focuses on generative AI and large language models. Despite being a new entrant, it's emerging as a key player in Europe's AI landscape. Mistral AI has launched Mixtral 8x7B, an advanced sparse mixture of expert models (SMoE) with open weights, surpassing Llama 2 70B in performance and efficiency. With 46.7B total parameters but using only 12.9B per token, Mixtral is as efficient as a 12.9B model. It supports multiple languages, excels in code generation, and can be fine-tuned for instruction following, achieving high scores on benchmarks. The company, currently not profitable, plans to launch a customer-accessible AI platform soon.

💰 Follow the Money

  • $430M, raised by French AI start-up Mistral secures $2bn valuation.

  • $41M million, raised by Sarvam AI, an Indian AI startup.

  • $34M snatched by Air Space Intelligence, an AI-powered air operations system.
