🤔 OpenAI CEO on a world lobbying tour, that makes us wonder.

A16z recently released an article about how “AI Will Save the World.” In this installment, they write that:

A cynic would suggest that some of the apparent Baptists (true believers of restrictions and regulations) are also Bootleggers (self-interested opportunists who stand to profit from regulations) – specifically the ones paid to attack AI by their universities, think tanks, activist groups, and media outlets.

This makes us think of OpenAI CEO Sam Altman who has been advocating for global AI regulation during his recent world tour. However, leaked documents obtained by TIME reveal that OpenAI has been lobbying to weaken certain aspects of the European Union's (EU) AI Act, which is considered the most comprehensive AI legislation in the world.

OpenAI, along with Microsoft and Google, argued against classifying their general-purpose AI systems as "high risk," which would subject them to stricter regulations. OpenAI's lobbying efforts appear to have been successful, as the final draft of the AI Act approved by the European Parliament did not consider general-purpose AI systems as inherently high risk.

OpenAI's engagement with EU officials and its push for looser regulations have raised concerns about the company's financial interests conflicting with the goal of robust regulation.

The leaked documents and OpenAI's lobbying efforts highlight the tension between AI companies' desire for innovation and profitability and the need for robust regulations to address the potential risks and societal impacts of AI technology. The final version of the EU's AI Act, which is set to be finalized in early 2024, reflects some of the lobbying influence exerted by OpenAI and other tech giants, leading to concerns about the adequacy of the regulations in ensuring the responsible deployment of AI systems.

Chinese buyers are secretly purchasing high-end Nvidia AI chips in Shenzhen's underground market due to U.S. sanctions. The chips are not openly advertised but can be obtained discreetly.

Demand for these chips is high, especially for Nvidia's microprocessors, which are highly regarded for AI tasks. Although the U.S. restricts exports, vendors are able to procure the chips through various means. Buyers include app developers, startups, researchers, and gamers. Nvidia denies exporting the restricted chips to China but vendors claim to offer substitutes that comply with U.S. law. The availability of these chips has impacted China's chip supply, and strict enforcement may increase if China becomes a greater threat.
